Over the years we have met many construction challenges, especially when the need is for renovation or remodeling. A knowledge of the people side of the business and a concern for the residents must be of primary importance when formulating the phased construction approach associated with these types of projects. Two vitally important needs must be coordinated when considering a phased work program, (1) maximizing census and (2) providing safe, secure traffic patterns for staff, residents, and visitors.
Bogner has the unique experience required to successfully plan, organize, and control these phasing activities.

Bogner has completed projects as a Design-Build Contractor, a Construction Manager, and as a Negotiated General Contractor offering the full range of services normally associated with each of these project delivery systems.
Budgets and Financing
Our vast experience with all types of extended care projects coupled with our computerized estimating and cost tracking systems enables us to establish meaningful budgets at the very early stages of a project.
We have completed projects funded by conventional financing, HUD guaranteed financing, municipal bonding, tax exempt bonds, and directly for government agencies. For HUD guaranteed financing we offer a program to assist owners in solving unique problems by utilizing the services of J. Stephen Britt, Esq., former Executive Director of the Federal Housing Board and former Deputy General Counsel of
HUD. Steve currently works with a large law firm in Washington D.C. which specializes in
HUD work.

United Psychiatric Group
When the United Psychiatric Group needed to fast track two adolescent psychiatric hospitals in widely scattered locations at the same time they hired Bogner to manage both projects. The two facilities were identical except for site work. One facility was constructed in Youngstown, Ohio and the other in St. Clairsville, Ohio. Time was of the essence because the projects had been delayed by competitors during the Certificate Of Need process. Once the C.O.N.'s were issued, the owner needed to move forward on an extremely fast paced schedule.
Since both projects were completed on time and within budget, the owners came back to Bogner and asked us to be the General Contractor on an addition to the St. Clairsville facility.

Brethren Care Village
Bogner worked with the owner on completing a multi-phased approach for the construction of both two and three unit Independent Living Units.
We also completed Brookwood Place, a new 30,000 sq. ft. Assisted Living Facility, where we
provided the following services to the owner:

West View Manor
When West View Manor wanted to complete a comprehensive facility improvement program while maintaining census, Bogner suggested a multi-phased approach be taken to resolve this challenge.
PHASE ONE ... NEW CONSTRUCTION
The completion of 17,400 sq. ft. of new space.
PHASE TWO (A), TWO (B), AND TWO (C)... MAJOR RENOVATION
When the new area was occupied, 24,960 sq. ft. of existing area was totally renovated in three phases including upgraded plumbing, electrical, and HVAC.
PHASE THREE (A), THREE (B), THREE (C), THREE (D) ... RENOVATION
When the major renovation areas were completed and occupied, a four phased approach
was undertaken to complete the minor renovation of the remaining 27,860 sq. ft. of space.
When this two-year program was completed, the owner now has a totally updated facility with all resident rooms and ancillary service areas ready to meet the health care challenges of the future.
Bogner was made a part of the project team from the outset and had assisted the owner and design team with budgeting, value management, selections of materials, project phasing, tax exempt bond financing, and construction.

Bogner as a Consultant
